I remove it with emsisoft malware and it just comes right back on next reboot.
Anyone?

P.S. Posting just the file name or the alleged infection name does not provide any information
The location of the files / precise names of files and/or Registry Entries ; processes, etc. are required. The same applies to the detections names. All that info should be in the saved report produced by EAM. That will be one of the steps in the instruction

Follow the instruction referred above step-by-step
You supplied quarantined items instead
In addition those are just temporary files & cookies.
Cookies are harmless and never representing any threats.
It is better to clean temporary files locations & cookies prior to the scanning
You can use your browser feature
or you can use CCleaner (the browser sessions have to be closed in this case)
So mainly you don't need to manage (quarantine/delete) cookies by any security
Before running EAM please Manually Update and do not quarantine/delete anything as per instruction
