Based on the name I am assuming it is the gaming chat program called Raptr. This particular software has been known in the past for being bundled with junkware and such to make money, so it's probably not a good thing to install if you are given the option to avoid it. If your AMD software installed without trouble, then you can leave this Raptr thing in the Quarantine for now, and wait and see if everything works OK.

I don't think it installed,amd still shows the old version,program and features only shows the amd install manager for today and still shows the old amd as well.

I just upgraded to windows 10 on the 29th and did the amd update through amd console check for software updates today

If it's a real update from AMD, then there shouldn't be anything wrong with installing it. Whether or not you need it depends on whether or not you are experiencing any bugs with their driver that are fixed in the new update, or whether or not you intend on using any software (such as games) that expect you to have the latest drivers installed.
