The short answer is "because register cleaners, no matter who makes them, are bad/dangerous".

I think it's just detecting that there are no subkeys and/or values associated with that registry key, but you'll have to ask Piriform/Avast to be certain. I would believe that EAM will recreate it if CCleaner deletes it, since it can be used under certain circumstances.
