The ransomware in question appears to be Scarab. From the discussion at BleepingComputer, it sounds like Dr.Web may be able to figure out the decryption key and make a decrypter for you. You can see the following links for more information:

None that we know of. No one is really sure how Dr.Web is breaking the encryption (assuming they actually can), as they haven't told anyone how they do it. It's possible that they have discovered some vulnerabilities in popular encryption formats that they are keeping secret, or perhaps they have come up with a more efficient way to brute force decryption keys for certain encryption formats.
