It looks like GlobeImposter 2.0. There's no known way to decrypt files that have been encrypted by GlobeImposter 2.0 without first obtaining the private key from the criminals who made/distributed the ransomware.

That depends on when law enforcement and security companies are able to gain access to the servers operated by these criminals and "liberate" their database of private keys.

I've not heard anything new about GlobeImposter 2.0. If you want to keep an eye out for anything new, then I recommend subscribing to the BleepingComputer news feed, as they report on most developments in regards to ransomware:
