127.0.0.1 (localhost) is the address given to the loopback interface. Some ad-blocking and security related software (like Spybot that you mention you are using) add entries to the Hosts file to prevent your computer from connecting to potentially dangerous or advertising related websites by simply connecting back to your own computer (127.0.0.1) when a connection is attempted to one of the listed websites. The popup is simply asking you to allow this loopback connection to your own computer.

OA just remembers all domain names that have recently resolved to 127.0.0.1 for a certain amount of time, and displays them on the popups.
